Allow me to rephrase that. YOU are at risk at every moment.

If you don’t do anything illegal, you think you are safe. So when you go out to dinner you never have more than one glass of wine. That means your our blood alcohol is never over the legal limit when you drive home.
But what if, on the way home, an elderly person loses control of their car and crashes into you and dies as a result?
You are the victim, right? Nope. You have a trace of alcohol in your system even though it is well below the legal limit. Someone died in the incident. You may be charged with vehicular manslaughter with a 10 year sentence.
